تتولى وزارة المواصلات تهيئة البنية الأساسية المناسبة للمرافق المختلفة بالقطاع لتوفير خدمات ذات جودة عالية و للرقي بمختلف مكونات قطاع المواصلات والنقل و المساهمة في تطوير الاقتصاد الوطني و الرفع من معدلات النمو في قطاع الخدمات .
و تسعى الوزارة لتطوير و إدارة نظام نقل متكامل يتمتع بأعلى درجات الأمن و السلامة من أجل تعزيز سلامة النقل و كفاءته  و المساهمة في تحقيق التنمية المستدامة و التواصل  بين مختلف المدن الليبية في إطار الوحدة الوطنية و الأمن الوطني .
